Energy Department announces team to receive up to $120 Million over 5 years

WASHINGTON U.S. Secretary of Energy Steven Chu was joined today by Senator Dick Durbin, Illinois Governor Pat Quinn, and Chicago Mayor Rahm Emanuel to announce that a multi-partner team led by Argonne National Laboratory has been selected for an award of up to $120 million over five years to establish a new Batteries and Energy Storage Hub. The Hub, to be known as the Joint Center for Energy Storage Research (JCESR), will combine the R&D firepower of five DOE national laboratories, five universities, and four private firms in an effort aimed at achieving revolutionary advances in battery performance. Advancing next generation battery and energy storage technologies for electric and hybrid cars and the electricity grid are a critical part of President Obama's all-of-the-above energy strategy to reduce America's reliance on foreign oil and lower energy costs for U.S. consumers.

"This is a partnership between world leading scientists and world leading companies, committed to ensuring that the advanced battery technologies the world needs will be invented and built right here in America," said Secretary Chu. "Based on the tremendous advances that have been made in the past few years, there are very good reasons to believe that advanced battery technologies can and will play an increasingly valuable role in strengthening America's energy and economic security by reducing our oil dependence, upgrading our aging power grid, and allowing us to take greater advantage of intermittent energy sources like wind and solar."

"This new Hub brings together, under a single organizational roof, the world's leading scientists, engineers and manufacturers in energy storage and provides them with the tools, resources and market reach necessary to produce major breakthroughs," said U.S. Senator Dick Durbin. "The large-scale, innovative research and transformational new battery systems that will result from this venture will mean more effective, lower cost and longer life energy storage technologies with real world applications for anything that can use a rechargeable battery. The project promises to have a significant economic impact across Illinois with the help of towns and businesses who have already agreed to partner on the commercialization of promising technology developed at the Hub."

"The research at the Energy Storage Hub has the potential to revolutionize the energy industry," said Senator Kirk. "From transportation to the electric grid, the Hub will bring the private sector, national labs and universities together to deliver new technologies and scientific approaches needed to transform the battery and energy storage industry and spur commercial innovation. The Hub at Argonne will help boost our local economy and create new jobs. Today's announcement further establishes Illinois and Argonne as a leader in this growing industry."

Governor Quinn is providing $5 million through his Illinois Jobs Now! capital construction plan to help build the state-of-the-art JCESR facility, which will be located on the Argonne National Laboratory campus in suburban Chicago. Additionally, the Governor has committed to working with the General Assembly to provide an additional $30 million in future capital funding for the building, which will serve as a nationwide center for energy storage research and is a key part of the governor's plan to create jobs and grow Illinois' economy through cutting-edge innovation.

"Illinois is the birthplace of innovations that have changed the world, including the web browser, the cell phone and the ultrasound," Governor Pat Quinn said. "As I said during my State of the State address, this innovative center will attract the best minds from across our state and country to turn cutting-edge scientific research into new companies that will create more American jobs and revolutionize our energy economy."

The new Hub will integrate efforts at several successful independent research programs into a larger, coordinated effort designed to push the limits on battery advances. Advancements in batteries and energy storage technology are essential for continued efforts to develop a fundamentally new energy economy with decisively reduced dependence on imported oil. Improved storage will be vital to fully integrating intermittent renewable energy sources such as wind and solar into the electrical grid. It will also be critical to transitioning the transportation sector to more flexible grid power.

JCESR (pronounced "J-Caesar") will be directed by George W. Crabtree, Argonne Senior Scientist, Distinguished Fellow and Associate Division Director; Distinguished Professor of Physics, Electrical and Mechanical Engineering, University of Illinois at Chicago; and an internationally recognized leader in energy research.

"The JCESR batteries and energy storage hub gives us a new collaborative, inter-institutional R&D paradigm in which to develop the energy storage technologies that transform both the electricity grid and transportation and so reduce our dependence on foreign oil,' said Eric Isaacs, Director of Argonne National Laboratory.

The Hub will bring together some of the most advanced energy storage research programs in the U.S. today. Other national labs partnering with Argonne include Lawrence Berkeley National Laboratory, Pacific Northwest National Laboratory, Sandia National Laboratories, and SLAC National Accelerator Laboratory. University partners include Northwestern University, University of Chicago, University of Illinois-Chicago, University of Illinois-Urbana Champaign, and University of Michigan. Four industrial partners have also joined to help clear a path to the marketplace for the advances developed at JCESR, including Dow Chemical Company; Applied Materials, Inc.; Johnson Controls, Inc.; and Clean Energy Trust.

Selected through an open national competition with a rigorous merit review process that relied on outside expert reviewers, JCESR is the fourth Energy Innovation Hub established by the Energy Department since 2010. Other Hubs are devoted to modeling and simulation of nuclear reactors, achieving major improvements in the energy efficiency of buildings, and developing fuels from sunlight. A fifth Hub focused on critical materials research was announced earlier this year and is still in the application process.

Energy Innovation Hubs are major integrated research centers with researchers from many different institutions and technical backgrounds that combine basic and applied research with engineering to accelerate scientific discovery in critical energy areas. They are modeled after the strong scientific management characteristics of the Manhattan Project, Lincoln Lab at MIT that developed radar, AT&T Bell Laboratories that developed the transistor and, more recently, the highly successful Bioenergy Research Centers established during the Bush Administration to pioneer advanced techniques in biotechnology, including biofuels.

Over the decades, DOE national laboratories and DOE-funded university research programs have been responsible for some of the most important advances in battery technology. For example, key battery improvements developed at Argonne helped make the Chevy Volt battery possible.

Stocks edge higher as budget talks move ahead

(AP) ? Optimism that a budget deal will be reached in Washington helped lift the stock market in early Thursday trading. A pair of economic reports also brightened the mood.

A half-hour after the opening bell, the Dow Jones industrial average was up 50 points at 13,034. UnitedHealth Group led the 30 stocks in the Dow, rising 66 cents to $53.43.

Lawmakers are negotiating a deal to avoid the "fiscal cliff," a collection of tax hikes and federal spending cuts set to start Jan. 1. Later Thursday, Treasury Secretary Timothy Geithner will meet with Senate Republican Leader Mitch McConnell and Senate Democratic Leader Harry Reid to push the negotiations forward.

In other trading, the Standard & Poor's 500 index rose seven points to 1,416 while the Nasdaq composite gained 19 points to 3,011.

The Commerce Department raised its estimate for U.S. economic growth to an annual rate of 2.7 percent in the July-through-September period. That's much better than the 2 percent rate estimated a month ago and more than twice the 1.3 percent rate logged in the three previous months.

Growth during the end of the year is likely to take a hit from Superstorm Sandy, along with worries that Congress won't avoid falling over the fiscal cliff. Economists estimate that growth is slowing to a rate below 2 percent in the current October-December period.

The Labor Department also reported that the number of Americans applying for unemployment benefits dropped to 393,000 last week, in line with what economists had expected. It was the second straight drop after Superstorm Sandy drove applications higher earlier this month.

Some retail stores posted poor sales numbers, driving their stocks lower. It's a critical time for retailers, who log a huge chunk of their yearly profits in the weeks running up to the holidays.

Kohl's plunged $5.41, or 10 percent, to $45.74, the most in the S&P 500 index. The company posted a drop in sales and said stores in the Mid-Atlantic and the Northeast, areas hit by Superstorm Sandy, fared the worst. Results at Target, The Gap, and others also fell short of Wall Street expectations.

Kroger Co. rose 82 cents to $25.88 after the supermarket chain reported stronger quarterly profits and raised its earnings outlook for the year. Stronger sales helped the operator of Fred Meyer and Food 4 Less stores post better results than analysts had expected.

In elf ears and wizard hats, 'Hobbit' fans rejoice

WELLINGTON, New Zealand (AP) ? Wearing elf ears and wizard hats, sitting atop their dad's shoulders or peering from balconies, tens of thousands of New Zealanders watched their favorite "Hobbit" actors walk the red carpet at the film trilogy's hometown premiere.

An Air New Zealand plane freshly painted with "Hobbit" characters flew low over Wellington's Embassy Theatre, eliciting roars of approval from the crowd.

Sam Rashidmardani, 12, said he came to see Gollum actor Andy Serkis walk the red carpet ? and he wasn't disappointed.

"It was amazing," Rashidmardani said of the evening, adding his Gollum impression: "My precious."

British actor Martin Freeman, who brings comedic timing to the lead role of Bilbo Baggins, said he thought director Peter Jackson had done a fantastic job on "The Hobbit: An Unexpected Journey."

"He's done it again," Freeman said in an interview on the red carpet Wednesday. "If it's possible, it's probably even better than 'The Lord of the Rings.' I think he's surpassed it."

While it is unusual for a city so far from Hollywood to host the premiere of a hoped-for blockbuster, Jackson's filming of his lauded 'LOTR' trilogy and now "The Hobbit" in New Zealand has helped create a film industry here. The film will open in theaters around the world next month.

One of the talking points of the film is the choice by Jackson to shoot it using 48 frames per second instead of the traditional 24 in hopes of improving the picture quality.

Some say the images come out too clear and look so realistic that they take away from the magic of the film medium. Jackson likens it to advancing from vinyl records to CDs.

"I really think 48 frames is pretty terrific and I'm looking forward to seeing the reaction," Jackson said on the red carpet. "It's been talked about for so long, but finally the film is being released and people can decide for themselves."

Jackson said it was strange working on the project so intimately for two years and then having it suddenly taken away as the world got to see the movie.

"It spins your head a little bit," he said.

Aidan Turner, who plays the dwarf Kili in the movie, said his character is reckless and thinks he's charming.

"I don't get to play real people it seems, I only get to play supernatural ones," he said. "So playing a dwarf didn't seem that weird, actually.

Perhaps the most well-known celebrities to walk the carpet were Cate Blanchett and Elijah Wood, who reprise their roles in the LOTR in the "Hobbit."

"Mostly I came here to see everyone. I like them all," said fan Aysu Shahin, 16, adding that Wood was her favorite. She said she wanted to see the movie "as soon as possible. I'm excited for it."

At a news conference earlier in the day, Jackson said many younger people are happy to watch movies on their iPads.

"We just have to make the cinema-going experience more magical and more spectacular to get people coming back to the movies again," he said.

Jackson said only about 1,000 of the 25,000 theaters that will show the film worldwide are equipped to show 48 frames, so most people will see it in the more traditional format. The movie has also been shot in 3D.

A handful of animal rights protesters held signs at the premiere.

The protest by the group People for the Ethical Treatment of Animals comes after several animal wranglers said three horses and up to two dozen other animals had died during the making of the movies because they were housed at an unsafe farm.

Jackson's spokesman earlier acknowledged two horses had died preventable deaths at the farms but said the production company worked quickly to improve stables and other facilities and that claims of mistreatment were unfounded.

"No mistreatment, no abuse. Absolutely none," Jackson said at the news conference.

Cloudy with a chance of flu? Study offers influenza forecast

WASHINGTON (Reuters) - New research suggests it may be possible to forecast flu outbreaks in much the same way meteorologists predict weather, a potential boon for public health officials and consumers, one of the study's authors said on Tuesday.

Using real-time U.S. data gathered by Google Inc, along with a computer model showing how flu spreads, the researchers offered a system that could generate local forecasts of the severity and length of a particular flu outbreak.

This kind of forecasting could improve preparation and management of annual flu outbreaks in the United States, said Irene Eckstrand of the National Institutes of Health.

Influenza kills 250,000 to 500,000 people each year around the globe; the U.S. annual flu death toll is 35,000.

If the forecasts are reasonably accurate, they could help public health officials target vaccines and anti-viral drugs to areas of greatest need, said study co-author Jeffrey Shaman of Columbia University's Mailman School of Public Health.

"If you have a six-week forecast with good confidence that you're going to have an outbreak in New York City and nothing's going on in L.A., you'd send the vaccines there (to New York) because there's enough time to distribute them ... before there's an actual outbreak," Shaman said.

He suggested that flu forecasts might be distributed through TV weather programming. Individuals then could decide whether to get the flu vaccine, keep their distance from people who sneeze or cough and closely monitor symptoms.

This pilot study, published on Monday in the journal Proceedings of the National Academy of Sciences, looked only at the New York City area, using data from 2003 through 2008.

TRACKING FLU MOVEMENTS

Even so, if all goes well, the system could offer rudimentary forecasts as soon as next year's flu season, Shaman said. It might be possible to issue a few flu forecasts this season, though those would be in "test-case form," he said.

"We have to try it for other regions, other cities," said Shaman. "We have to look and see how it worked during the pandemic years ... we have to see the differences in performance depending on the aggressiveness of the strain of flu."

The computer program the scientists used is a standard epidemiological model showing how influenza moves through a population, from those who are susceptible to flu, to those who have it, to those who have recovered, said study co-author Alicia Karspeck of the National Center for Atmospheric Research in Boulder, Colorado.

The problem with this model is that it's nearly impossible to pinpoint who is susceptible and difficult to track recoveries, though it is possible to figure out the trajectory of an outbreak, Karspeck said.

To conduct their research, the authors said, they needed real-time data, and they found it in an online tool called Google Flu Trends, which uses search terms people put into the Web-based search engine to figure out where influenza is occurring. The tool, launched in 2008, then notifies the U.S. Centers for Disease Control and Prevention in real time.

In a process known as retrospective forecasting, the scientists tested their findings against what happened in the New York area from 2003 through 2008. Because they knew what had happened in these years, they could check their work.

Using the computer program and the flu trends data, they generated retrospective weekly flu forecasts, which predicted the peak of the outbreak more than seven weeks before it occurred.

For Lohan, the role could help her continue to repair her damaged reputation in the entertainment industry due to her string of arrests and prison stays stemming from a drunk driving conviction in 2007 and a theft charge in 2011.

Reducing sibling rivalry in youth improves later health and well-being

ScienceDaily (Nov. 27, 2012) ? Sibling conflict represents parents' number one concern and complaint about family life, but a new prevention program -- designed and carried out by researchers at Penn State -- demonstrates that siblings of elementary-school age can learn to get along. In doing so, they can improve their future health and well-being.

"Negative sibling relationships are strongly linked to aggressive, anti-social and delinquent behaviors, including substance use," said Mark Feinberg, research professor in the Prevention Research Center for the Promotion of Human Development. "On the other hand, positive sibling relationships are linked to all kinds of positive adjustment, including improved peer and romantic relationship quality, academic adjustment and success, and positive well being and mental health. With this program, we wanted to help siblings learn how to manage their conflicts and feel more like a team as a way to improve their well-being and avoid engaging in troublesome behaviors over time."

The researchers recruited 174 families living in both rural and urban areas to participate in the study. Each of the families had one child in the fifth grade and a second child in the second, third or fourth grade. To obtain background information about the families, the researchers collected questionnaire data from the parents, interviewed each of the siblings privately and videotaped family interactions. The team also videotaped the siblings as they planned a party together.

The team also gave a popular book on how to parent siblings to each of the families -- including those in the control and the intervention groups -- to see if the intervention would yield benefits above and beyond having access to such a parenting book.

The program -- called SIBlings Are Special (SIBS) -- was designed by Feinberg; Susan McHale, director of the Social Science Research Institute at Penn State and professor of human development; and colleagues to improve sibling and family relationships just prior to older siblings' transition to middle school, which often is marked by increased exposure to and involvement in risky behaviors. The 174 families who participated in the study were randomly assigned to take part in SIBS or to be in a control condition.

The program included a series of 12 afterschool sessions in which the researchers used games, role-playing activities, art activities and discussions to teach small groups of sibling pairs how to communicate in positive ways, how to solve problems, how to come up with win-win solutions and how to see themselves as part of a team rather than as competitors. The program also included three "family fun nights" in which the children had the opportunity to show their parents what they had been doing in the afterschool sessions.

"We found that the siblings who were exposed to the program showed more self-control and social confidence; performed better in school, according to their teachers; and showed fewer internalizing problems, such as depressive symptoms, than the siblings in the control group," said Feinberg.

Not only did the program help the siblings, it helped their parents too.

"The program helped parents use more appropriate strategies for parenting their kids," said Feinberg. "In addition, intervention mothers reported significantly fewer depressive symptoms after the program than control mothers, perhaps because their kids were doing better and they were less worried about them. No effects of the program were seen for fathers regarding depression."

The results appeared this month in the Journal of Adolescent Health.

How can the team's results be used by parents who are not involved in the study?

"We think that by encouraging siblings to feel like they're part of a team, and by giving them tools to discuss and resolve issues, parents can help their kids develop more positive relationships with each other, which can benefit everyone in the family," said Feinberg. "So, for example, if the kids are fighting over what television channel to watch or whose turn it is, we might suggest that a parent not resolve the issue for them, but instead give them just enough help so that they can calmly discuss and resolve the problem on their own. When siblings come up with their own solutions, they may be more likely to use those solutions again in the future."

Investing in more effort on the front end as a parent by helping siblings learn how to stay calm and discuss and resolve issues will pay off over time, according to Feinberg. "It's an investment in reducing your own stress and enhancing your children's well-being for the future."

The National Institute of Drug Abuse and the Children, Youth, and Family Consortium at Penn State funded this research. Other authors on the paper include Anna Solmeyer, postdoctoral scholar; Michelle Hostetler, research associate; Kari-Lyn Sakuma, research associate and curriculum development expert; Damon Jones, research assistant professor of health and human development; and co-principal investigator Susan McHale, director of the Social Science Research Institute at Penn State and professor of human development.

Activists: Syrian rebels seize major dam in north

BEIRUT (AP) ? Syrian rebels on Monday captured a hydroelectric dam on the Euphrates River in the country's north after days of heavy clashes, carting off boxes of ammunition from defeated regime forces in the latest in a string of recent strategic advances for opposition fighters, activists said.

Also Monday, activists said rebels and pro-government Kurdish gunmen struck a truce to end days of fighting in the town of Ras al-Ayn near the border with Turkey that opposition forces entered earlier this month.

The Britain-based Syrian Observatory for Human Rights said rebel fighters overran regime defenses and captured the Tishrin Dam, near the town of Manbij, before dawn Monday. Observatory director Rami Abdul-Rahman said the dam supplies several areas of Syria with electricity.

"This is a major blow to the regime," said Abdul-Rahman by telephone, describing the dam as "strategic location" on the Euphrates, which flows from Turkey through Syria and into Iraq.

The rebels have scored a series of hard-fought strategic advances recently, perhaps even seizing the momentum in their relentless battle of topple President Bashar Assad's regime. On Sunday, they captured a regime helicopter base outside Damascus before pulling back for fear of government airstrikes.

Amateur videos posted online showed gunmen inside the dam's operations room as an employee sat in front of five screens speaking by telephone about the level of water behind the dam. Another video showed gunman in front of dozens of green wooden boxes apparently full of munitions.

A gunman opened one of the boxes showing that it contained hand grenades. "The Free Syrian Army has fully liberated the Tishrin Dam," one of the rebels could be heard saying.

The activist videos appeared genuine and corresponded to other AP reporting about the events depicted. Syria restricts the access of reporters.

Syria's conflict started in March 2011 as an uprising against Assad's regime, but quickly morphed into a civil war that has since killed more than 40,000 people, according to activists. It has also prompted hundreds of thousands of Syrians to flee to neighboring Lebanon, Jordan, Iraq and Turkey.

Turkey's state-run Anadolu Agency said airstrikes by regime warplanes killed and wounded several people in the Syrian border town Atmeh on Monday. The agency said some of the wounded were brought to Turkey for treatment, and several people were also heading to the Turkish border to seek refuge. Atmeh is about 130 kilometers (80 miles) west of the Tishrin Dam.

A local official in the Turkish town of Reyhanli confirmed that Turkish F-16 jets flew over the border region Monday. He spoke on condition of anonymity because he was not authorized to speak to reporters.

The Observatory reported air raids on other areas as well, including the northern towns of Maaret al-Numan, Kfar Rouma and Harem.

Also Monday, Kurdish activist Mustafa Osso and the Observatory's Abdul-Rahman said the town of Ras al-Ayn has been quiet since Saturday after fighters from the government-leaning Kurdish Democratic Union Party, or PYD, reached an agreement on a truce with rebels, most of them from Islamist extremist groups, including the al-Qaida-inspired Jabhat al-Nusra.

The rebels entered the town earlier this month and have since clashed almost daily with PYD gunmen for control over the area. Both factions add to the complexity of Syria's conflict, which has taken on heavy sectarian ? and ethnic ? overtones.

The fighting in recent days has left dozens of people killed or wounded, and dozens captured on both sides. Osso and Abdul-Rahman said PYD forces and the rebels agreed to exchange prisoners and to withdraw their militiamen from the town.

Abdul-Rahman said the rival parties agreed to form a local council that will run day to day life in Ras al-Ayn. Osso said thousands of people who fled the town, which has a mixed population including Arabs, Kurds, Chechens and Christians, have started returning home.

A journalist in Ras al-Ayn told The Associated Press that the town has been calm since Saturday, adding that cars with PYD gunmen were seen in the streets with loudspeakers urging residents to return to their homes after the truce was reached. He added by telephone that parts of the town were heavily damaged by government air raids earlier this month.

When regime forces withdrew from Kurdish areas in northeastern Syria in July, they were quickly replaced by Kurdish fighters from PYD. Those forces then battled rebel fighters after they pushed their way into predominantly Kurdish areas. The Kurdish group is affiliated with the PKK, rebels fighting for autonomy in the Kurdish-dominated southeast region of Turkey.

The Islamic militants, who are fighting on the side of the rebels, have played a bigger role in the Syrian conflict in recent months and many openly say they want to set up an Islamic state. The opposition is split, with some groups strongly opposed to the influence of extremists.

The Observatory also said that the health of leading opposition figure Abdul-Aziz al-Kheir, who it said is being held by one of the country's security agencies, has deteriorated recently. It did not disclose details of his health problems.

The National Coordination Body for Democratic Change in Syria accused the regime of being behind the disappearance of two of its leaders, including al-Kheir, shortly after they arrived home from China in September.

Al-Kheir, 61, comes from Assad's hometown of Kardaha and belongs to the president's ruling Alawite minority sect. He spent long periods in jail in the past because of his opposition to the regime.

People with depression or other mental illnesses often report trouble sleeping, daytime drowsiness and other sleep-related issues. Now a growing body of research is showing that treating sleep problems can dramatically improve psychiatric symptoms in many patients.

Much of the latest work illustrates how sleep apnea, a common chronic condition in which a person repeatedly stops breathing during sleep, may cause or aggravate psychiatric symptoms. In past years sleep apnea has been linked to depression in small studies and limited populations. Now a study by the Centers for Disease Control and Prevention strengthens that connection. The CDC analyzed the medical records of nearly 10,000 American adults with sleep apnea. Men diagnosed with this disorder had twice the risk of depression?and women five times the risk?compared with those without sleep apnea. Writing in the April issue of Sleep, lead author Anne G. Wheaton and her colleagues speculate that in addition to interrupting sleep, the oxygen deprivation induced by sleep apnea could harm cells and disrupt normal brain functioning.

Treating this disorder shows promise for reducing symptoms of depression, a recent study at the Cleveland Clinic suggests. In the experiment, patients went to bed wearing a mask hooked up to a machine that increases air pressure in their throat. The increased pressure prevents the airway from collapsing, which is what causes breathing to cease in most cases of this disorder. Using this machine, psychiatrist Charles Bae and his colleagues treated 779 patients who had been diagnosed with sleep apnea. After an average of 90 days of sleeping with the machine, all the patients scored lower on a common depression survey than before the treatment?regardless of whether they had a prior diagnosis of depression or were taking an antidepressant. The data were presented in June at the SLEEP 2012 conference in Boston.

Investigating their patients' sleep health might allow doctors to alleviate mental disturbances early?perhaps even before patients try psychiatric drugs. This treatment could be especially important for children, according to three new studies that show sleep is associated with mental disturbance at young ages. An August study in Medical Hypotheses reported that about 25 to 50 percent of children and adolescents with attention-deficit hyperactivity disorder experience sleep problems. A few months earlier in the journal Pediatrics, researchers found that of the 11,000 children in the study, those with disordered breathing in sleep (as reported by their parents) had 40 percent more behavioral difficulties at four years old and 60 percent more at age seven. Sleep disturbances affect moods, too?and not simply by producing crankiness. Adolescents who reported daytime drowsiness were also more likely to experience sadness, according to a March study in the Journal of Mental Health Policy and Economics.

Steven Y. Park, assistant professor of otolaryngology at the Albert Einstein College of Medicine, has long been advocating that sleep disorders are an underlying cause of many psychiatric disorders. ?The way I see it,? Park says, ?you can't consider a psychiatric disorder without thinking about a sleep-breathing problem.?

Current homeowners are finally moving up, and distressed sales are making up less of the overall market?all signs of much-needed improvement in housing.

Current homeowners accounted for 54 percent of October?s non-distressed market, up from 50 percent in June, according to a new survey by Campbell/Inside Mortgage Finance.

This as the share of non-distressed sales surged to 64.7 percent, up from 55.7 percent as recently as February.

Unfortunately, first-time home buyers are seeing just the opposite, largely left out of this surge in sales and prices. Their share of the market, usually up in the 40 percent range historically, fell to 34.7 percent in October, the lowest in the Campbell/IMF survey?s three-year history.

The National Association of Realtors put their share even lower, at 31 percent.

Either way, they are the only group of buyers that have not seen their share of non-distressed home purchases rise over the past five months. ?Financing of first-time homebuyers with low down payments threatens to become a significant problem in the U.S. housing market,? wrote Thomas Popik, research director for Campbell Surveys. ?Fifty percent of first-time homebuyers use FHA financing, but FHA insurance premiums are increasing and underwriting is becoming more strict. Private mortgage insurance has started to fill the gap, but the long-term status of private mortgage insurance is in question pending the publication of the Qualified Residential Mortgage regulation resulting from Dodd-Frank.? Real estate agents answering this latest survey also noted that the recent hike in FHA mortgage insurance premiums is hitting first-time buyers harder because some sellers are refusing to accept offers that include FHA financing. Adding insult to injury, the FHA, after reporting a major shortfall in its insurance reserve funds, announced it would raise premiums yet again, another 10 basis points early next year. Lower priced, distressed properties, like foreclosures and short sales, would seem like the best answer for first time buyers, but hungry, all-cash investors are proving to be too much competition. Investors purchased one fifth of all homes that sold in October, up from 18 percent the previous month, and all-cash buyers (largely investors) made up 29 percent of all sales, according to the Realtors. This is why, despite increasing household formation, rental occupancies continue to fall and rents to rise. Would-be first time home buyers are either choosing or are forced to rent.

Thai police fire tear gas to disperse protesters

BANGKOK (AP) ? Police in Bangkok fired tear gas to disperse swarms of anti-government protesters who began gathering Saturday for a rally that was expected to be the biggest since Thai Prime Minister Yingluck Shinawatra took office last year.

Yingluck had ordered more than 15,000 police into the streets and invoked a special security law this week ahead of the rally, which was expected to draw tens of thousands of protesters. The prime minister accused the demonstrators of seeking to overthrow the government and warned of possible violence.

The demonstration was being organized by a royalist group calling itself "Pitak Siam" ? or "Protect Thailand." It serves as a sharp reminder of the deep political divisions that have split the country since the army toppled Yingluck's brother Thaksin Shinawatra in a 2006 military coup.

The focal point of Saturday's rally was Bangkok's Royal Plaza, a public space near Parliament that has been used by protesters in the past.

Police were allowing protesters into the site, and two roads leading to it were open. But in an effort to control access, security forces erected concrete barriers on another road leading to Royal Plaza. When between 50 to 100 protesters tried to break through one of the barriers, a contingent of around 500 police fired tear gas and beat them back with batons.

While Pitak Siam is a newcomer to Thailand's protest scene, it is linked to the well-known "Yellow Shirt" protesters, whose rallies led to Thaksin's overthrow. The same movement later toppled a Thaksin-allied elected government after occupying and shutting down Bangkok's two airports for a week in 2008.

Thaksin remains a divisive figure in Thai politics. The Yellow Shirts and their allies say he is personally corrupt and accuse him of seeking to undermine the popular constitutional monarch ? charges Thaksin denies.

Yingluck was taking Saturday's rally seriously. Her Cabinet invoked the Internal Security Act on Thursday in three Bangkok districts around the protest site, and she later addressed the nation to explain the move, citing concerns of violence.

The security act allows authorities to close roads, impose curfews and ban use of electronic devices in designated areas. Measures began taking effect Thursday night, with police closing roads around Yingluck's office, the Government House, and placing extra security at the homes of senior officials, including the prime minister.

In a nationally televised address Thursday, Yingluck said protest leaders "seek to overthrow an elected government and democratic rule ... and there is evidence that violence may be used to achieve those ends."

National police chief spokesman Maj. Gen. Piya Uthayo said Friday that more than 15,000 police officers had been called in from around the country to provide security for the rally.

The new protest group's leader is retired army Gen. Boonlert Kaewprasit, who is best known for his role as president of the Thailand Boxing Association. His name is unfamiliar in the anti-Thaksin protest movement, but his message appears to have resonated with Yellow Shirt supporters who have laid low in recent years after Yingluck's party won the last elections.

Analysts said they did not view the protest as an immediate threat to Yingluck's government, but were watching it closely.

"Anytime you have tens of thousands of people converging, assembling in a central Bangkok location, it becomes a government stability concern," said Thitinan Pongsudhirak, a political scientist at Bangkok's Chulalongkorn University.

But he added: "I think it's a serious concern more than a serious threat."

Thailand has been gripped by bouts of political instability since 2006, with Thaksin's supporters and opponents taking turns to spar over who has the right to rule the country.

The most violent episode came in 2010, when Thaksin's "Red Shirt" supporters led a two-month occupation of central Bangkok to demand the resignation of an anti-Thaksin government. The protests sparked a military crackdown that left at least 91 people dead and more than 1,700 injured.

Thaksin has lived in self-imposed exile since 2008, when he jumped bail to evade a corruption conviction and two-year jail term. He retains huge popularity among the rural poor, who want to see him pardoned and returned to power. But he is reviled by the urban elite and educated middle class, who see him as authoritarian and a threat to the monarchy.

Buoyed by Thaksin's political machine, Yingluck was elected by a landslide victory in August 2011. She initially was criticized for her lack of political experience ? she was an executive in Shinawatra family businesses ? but has won praise for leading the country through one of its longest peaceful periods in recent years.
